Technology and Education in LATAM: 2023 GEM Report Regional Consultation

The Ceibal Foundation, in collaboration with the UNESCO Global Education Monitoring (GEM) Report, is organizing the high-level consultation event “Technology and Education in Latin America: Regional Consultation on the 2023 GEM Report”, to be held on March 29, 2022. This activity is being undertaken in the context of the 2023 GEM Report, which will focus on technology and education.

The goal of the GEM Report is to monitor progress towards the educational targets of the Sustainable Development Goals (SDGs). In addition to being a member of the GEM Report Advisory Board, the Ceibal Foundation is the organization responsible for leading the regional consultation process in Latin America for the next report.

The meeting, which will be held in the virtual format, will allow the stakeholders – authorities, experts and representatives of education communities in Latin America – to reflect together on opportunities and challenges related to technology and education on the basis of the Concept Note for the 2023 GEM Report and the document Education and Technology: The Challenge of Sustainability in Latin America, produced by the Ceibal Foundation.

The event will involve two segments lasting 90 minutes each. The first will be a plenary session that will open with the participation of Ceibal Foundation’s Leandro Folgar, President of the Ceibal Foundation and Plan Ceibal, and María Florencia Ripani, Director of the Ceibal Foundation. Also present will be Manos Antoninis, Director of the Global Education Monitoring Report, UNESCO, and Federico Burone, Regional Director for Latin America and the Caribbean, International Development Research Centre (IDRC Canada). This first part will also include a main presentation by Fernando Reimers, Professor and Director of the Global Education Innovation Initiative, Harvard University, and exchange panels with the participation of Ministers of Education of Latin America, representatives of international organizations and non-governmental organizations, experts on the subject and other leaders of education communities in the region.

The second part of the meeting, Consultation Workshops, will involve virtual group work with the participation of representatives of various stakeholders from the education communities, including technical teams and other players such as research centres, think-tanks and technology providers with an impact on the region. They will be held simultaneously and capacity will be limited, so information will be provided as the groups fill up, and waiting lists will be opened. The following topics will be addressed:

  • Working Group 1 – How can providers help promote access to technology and bridge the gap between different students and schools?
  • Working group 2 – How do you incorporate digital skills into syllabi, the design of educational resources and teacher training?
  • Working group 3 – How can technology promote inclusion in education, considering vulnerable contexts and the gender gap?
  • Working group 4 – How can education policies promote access, equity and inclusion through technology?

The activity will be undertaken within the Ceibal Foundation Digital Space cycle and in the context of the Alliance for the Digitalization of Education in Latin America (ADELA), coordinated by the Ceibal Foundation and funded by the International Development Research Centre (IDRC Canada), responsible for sponsoring the event. The meeting is also sponsored by the Inter-American Development Bank (IADB), the World Bank (WB), Inter-American Dialogue, the International Society for Technology in Education (ISTE), the UNESCO Regional Bureau for Education in Latin America and the Caribbean (OREALC) and the Office for Latin America of UNESCO’s International Institute for Educational Planning (IIEP).
