360-Degree Rubric for 21st Skills evaluation and assessment

The research is conducted by Ceibal Foundation along with the “Instituto de Fundamentos y Métodos” Faculty of Psychology (UDELAR), Red Global de Aprendizaje -Cluster Uruguay-, Microsoft Uruguay S.A. and Intel Software Argentina S.A.
Project background and objectives
The research aims to create evaluation and assessment tools for some skills identified in the New Pedagogies for Deep Learning, as well as improving the existing ones and offering an open and accessible rubric for 21st century skills evaluation and assessment.
Specific Objectives
To design evaluation and assessment tools in order to identify the gradual development and acquisition of three out of six of the skills described in the New Pedagogies for Deep Learning, specifically: Creativity, Character and Critical thinking.
The tools are intended to assess the skills development in both formal and non-formal learning environments.
Phases
To reach the objectives stated above, the research will have the following working stages:
1. To design and test a rubric for individually assessing each of the three selected skills.
2. To design and test specific evaluations for different target groups.
3. To assess the different stages of development within each skill (simple process, complex thinking, thinking process that transcends the required skills. To provide a methodology for applying and implementing the rubric (subject self-assessment, the subject is assessed by a pair, the subject is assessed by the teacher).
The different assessment tools to be included in the rubric will be developed for two target group: (a) 1st and 2nd primary school children (indicative age group: 6 – 7 years old), 5th and 6th grade primary school children (indicative age group 11-12 years old).
The final rubric will include 4 assessments.
