International Computer and Information Literacy Study – ICILS-

The implementation of ICILS (International Computer and Information Literacy Study) is conducted by IEA – International Association for Evaluation of the Educational Achievement (The Netherlands), with the support of participating institutions from different countries.
In the case of Uruguay, the participating institutions are Ceibal Centre and Ceibal Foundation, supported by the National Institute for Educational Evaluation (Instituto Nacional de Evaluación Educativa -INEEd-).
Project background and objectives
The International Computer and Information Literacy Study consists in the application of an international standardized evaluation in order to assess the student’s preparation and performance in the information age; to determine the factors that directly impact the learning of digital skills; to obtain comparative data about the progression, development and performance in digital skils. The assessment is implemented through an online simulator with pre-structured and multiple-choice questions that require the student to follow instructions and fulfil a specific action; tasks that require students to modify and/or create information resources using specific applications.
The tool also allows to collect data on ICT use patterns, online behaviour, attitudes and perceptions towards digital technologies.
Phases of the study
The study will be conducted in four stages, starting in October 2016 and tentatively finishing in 2019. The first two stages will consist in the linguistic and contextual adaptation and adjustment of the online tool, providing specific training for field teams and national staff. Furthermore, the second phase will also involve the pilot intervention and final adjustments. The main implementation will be conducted during the third and fourth phase and will include data collection and data analysis.
