Ceibal Plan: Analysis and Reflection
Ceibal Foundation performs and publishes in-depth analyses of projects and implementation of Ceibal Plan, Uruguay’s national digital education plan. By means of national and international articles and publications, it contributes to the dissemination of its projects.
The following are some of the most significant publications:
Plan Ceibal 2020: Education innovation challenges in Uruguay. This publication uses different perspectives to analyse the transformation of the Ceibal Plan into a new scenario, and outlines how the Ceibal contingency plan was implemented at home in coordination with the National Administration of Public Education (ANEP). It lists and classifies the projects and activities implemented to ensure continuity in learning.

Uruguay: Ceibal en casa (Ceibal At Home). This article was published by the OECD as part of the Continuity Stories series in a concerted effort with the World Bank, HundrED and Harvard University to publicize the experiences of countries that managed to provide educational continuity in the face of the crisis caused by the COVID-19 pandemic by using technology and supporting teachers, students and families. The article included recommendations on adapting the Ceibal programme at home in other countries. It was featured prominently in the national and international press.

These and other publications on digital education are available in an institutional repository belonging to Ceibal Foundation. This is an open space that brings together publications and scientific resources on education, learning and the aid of digital technologies, as well as the scientific production of research promoted and funded by Ceibal Foundation and other institutions. It has been active and available since 2015. To date, it boasts more than 140 resources.
There are plans for the future integration of Ceibal Foundation’s institutional repository into the National System of Repositories, which is managed by the National Research and Innovation Agency (ANII).
