The G20 is an international forum for the governments. Membership of the G20 consists of 19 individual countries plus the European Union (EU). The T20 provides research-based policy advice to the G20, facilitates interaction among its members and the policy community, and communicates with the broader public about issues of global importance. Summary of the process and the collaboration of Ceibal Foundation with CIPPEC (which currently hosts the process)

1. Preparation meeting in Buenos Aires (February 2018). Inception Workshop: Vision and Strategies for 2018. The meeting gathered 155 think tanks from 45 countries, the Task Force “The futuro del trabajo y la educación en la era digital” met 60 members and high authorities from Argentina. Fundación Ceibal was represented by Alessia Zucchetti (Research Coordinator of Ceibal Foundation).

2. Joint policy brief between Ceibal Foundation (Cristóbal Cobo and Alessia Zucchetti) and CIPPEC (Axel Rivas). The document ”Redesigning education landscapes for the future of work: third-space literacies and alternative learning models” Think 20 – Education Task Force: Future of Work and Education in the Digital Age (Policy Brief)

Summary: Educational policy-making faces increasingly complex challenges for ensuring individuals acquire the skills and knowledge needed in a society shaped by automation, artificial intelligence and ICT. Technology-driven transformations are redefining the role of education, the value of knowledge and skills, along with the structure, institutions and mechanisms that have so far been used for raising human capital through formal instruction. In this context, non-formal learning, third-space literacies and alternative mechanisms for upskilling and certification are emerging throughout the world, aiming to secure employability and to prepare youth for entering a demanding and increasingly competing job market. The emergence of alternative educational opportunities raises diverse questions related to the future of formal education. Can these alternative forms of education be considered valid mechanisms to raise human capital? If non-formal mechanisms continue to expand, the role of the State in educational policy-making also needs to be reassessed. That includes dimensions such as regulation, certification, quality of non-formal education among others. The present paper aims to briefly reflect on the alternative models that have emerged during the past few years and some of their implications. The scope of the policy brief is to address the issues presented above in light of the challenges that formal education faces for bridging the gap between schooling, learning and employability and to provide recommendations across the main areas identified.

3. Participation in the next Global Solutions Summit 2018. Cristóbal Cobo, Director of Fundación Ceibal participated in the panel “Education for the future: global perspectives for better learning” at the next Global Solutions Summit in Berlin (May 28 and 29th).

The high-level speakers include German Chancellor Dr. Angela Merkel and other high-ranking representatives of G20 governments, as well as Nobel Laureates George Akerlof and Edmund Phelps, and leading officials from organizations such as the OECD, United Nations, and the World Bank.

There is general consensus about the need of developing 21st century skills and providing better learning opportunities in a rapid changing world. Quality education and lifelong learning must be ensured in order to strengthen democracies and labour markets. However, it is less clear how these transformations should be approached. Such needs require policies aiming at curriculum, teacher training programmes, infrastructure, among many other aspects of the education systems. Addressing these necessities demands solutions not only focused on technical aspects, but also on seeking political agreement and national and international commitment to specific financial mechanisms. Furthermore, educational conditions stand in very diverse positions across countries. Therefore, plans and recommendations discussing education policy are numerous and variable depending on states’ socioeconomic and political possibilities. Yet, global solutions require broader collaborative views that consider countries’ diversity, inequity and local starting points. How should education systems contribute to democracies and economies’ development in the 21st century? What are the most relevant dimensions of education policy to develop reforms? What are the main political and financial challenges faced by education reforms? How could global perspectives and collaborations contribute to local solutions?
